Quite possibly a government agency.  How many people do you suppose are aware of this fact?

Federal law says that opened email stored remotely – not on a computer’s hard drive – can be accessed without a warrant. 

To read content they still need a warrant, but it appears Google readily gives up quite a bit of information about its email users.
