WAUSAU, Wis (WSAU) A Wausau man was in court yesterday, charged with a fourth OWI.

When Todd Link was arrested October 12th, he had to be tasered when he refused to get out of his car. He was found passed out behind the wheel in a parking lot.

In addition to fourth-offense O-W-I, Link is charged with resisting an officer. He's now free on 1-thousand dollars signature bond.

A day before the O-W-I incident, the news media reported that the City of Wausau filed 1-point-2 million dollars worth of liens against Link's rental properties for code violations.
