(Lansing, MI)  --  Blue Cross Blue Shield of Michigan will not be allowed to raise its rates by an average 15-percent, at least not for now.  Michigan Insurance Commissioner Ken Ross sent a letter to the insurer asking for more information about how they set those rates, which would affect about 189-thousand people in Michigan.  Last year, Blue Cross Blue Shield requested a 56-percent rate hike, but was only allowed to raise rates by 22-percent.  The insurer says it needs to enact the rate increase to offset 60-million dollars in projected losses next year.
