Stevens Point designer selected for Ellis Street reconstruction


STEVENS POINT, WI (WSAU) -  A contractor for a major Stevens Point reconstruction project has been selected. Point of Beginning will handle the design and day-to-day administration of the project.  

Special meetings for Stevens Point’s Board of Public Works and City Council were held Monday to finalize which firm would handle design and engineering services of the Ellis Street reconstruction work next summer.

Mayor Andrew Halverson says three firms bid on the project, and city leaders were divided between two local bidders. "The Board of Public Works had a motion to approve an engineering services contract for Gremmer and Associates.  That motion failed. Then, I made the motion to award the engineering services contract to POB (Point of Beginning) in an amount not to exceed $45,000 which was seconded and subsequently approved by the Board of Public Works via a 4-3 vote."  That action was passed about a half hour later by the full City Council on a 7-3 vote.

Ellis Street is a narrow and old east-west corridor, and Halverson says six consecutive blocks will be rebuilt.  "Absolutely a total reconstruct which includes water, sanitary sewer, storm sewer, curb, gutter, sidewalk, and full road reconstruction as well as trees and landscaping."

Halverson says the Ellis Street corridor will be a design challenge for Point Of Beginning (POB) as the narrow residential street will not be widened.  "It's a very dense urban corridor that has a very tight right of way, so that will be an added difficulty to the project, but there will be no widening plan for Ellis Street."

Point of Beginning will spend the winter designing the improvements and preparing documents to release to bidders. Halverson expects bids to be let in early spring with construction to start in late spring. He estimates the six block reconstruction will cost nearly a million dollars.  Mayor Halverson is pleased that city taxpayers saved over $50,000 just on the cost of engineering services.
