RIVER FALLS, WI (WTAQ) - An Indiana man has agreed to plead guilty to federal charges of running a sex-related Internet extortion scheme that involved child victims from River Falls and parts of seven other states.
Prosecutors agreed to give 40-year-old Richard Finkbiner at least a chance of going free from prison before he dies.
The River Falls victim was 15. Authorities said Finkbiner used video chat rooms to secretly record teens performing sex acts – and he threatened to upload those videos to porn sites unless they recorded more sex videos for his personal use.
All the victims were 12 to 16.
Besides the River Falls youngster, prosecutors said Finkbiner sexually exploited teens from Dubuque Iowa, Illinois Michigan, Ohio, West Virginia, New York, and Colorado. He was also accused of extorting teen girls from St. Peter Minnesota and Alaska.
As part of the plea deal, prosecutors agreed to recommend a 30 to 50 year prison sentence in exchange for Finkbiner’s guilty pleas to charges of child exploitation, extortion, and possession of child pornography.
Finkbiner, of Brazil Indiana, was arrested last April. His case is being heard in Federal Court in Terre Haute Indiana.
