PLOVER, WI (WSAU) -  A rural Plover mobile home park owner is having problems renewing his operating license after a recent rat problem. The Town of Plover Board decided Wednesday to hold off on the 2013 renewal for Birch Tree Estates, which is located along Highway 54 southeast of Plover.

The Town Board believes owner Luke Hilgers failed to act appropriately when one of his tenants, Darlene Flatoff, was allowed to keep hundreds of pet rats in her trailer. Flatoff has since been evicted, and her mobile home has been condemned by Portage County health officials.

Hilgers has been before the Town Board before for paperwork and late fee payment problems. The Town Board is waiting until next month to decide, expecting a ruling from Portage County Health and Human Services over the status of Flatoff’s trailer.
