URGENT: Video shows beheading of second American journalist

DUBAI (Reuters) - The Islamic State militant group released a video purporting to show the beheading of U.S. hostage Steven Sotloff, the SITE monitoring service reported on Tuesday. A masked figure in the video also issued a threat against a British hostage, a man the group named as David Haines, and warned governments to back off "this evil alliance of America against the Islamic State", the monitoring service said. Wisconsin Senate approves polling place requirement

MADISON, WI (WTAQ) - Wisconsin Senate Republicans passed bills Tuesday afternoon that seek to avoid a repeat of what happened in a Senate recall election last year. 

On an 18-15 party line vote, all Republicans voted yes to require equal numbers of Republican and Democratic inspectors for all functions at polling places. 

All Democrats voted no, as they did with another bill to require election officials to record the types of documents submitted as identification for voters to register. 

The GOP promoted the measures in response to an election last June in which Senate Republican Van Wanggaard of Racine lost -- and then blamed irregularities. 

Racine County sheriff's investigated what were called "suspicious voter registration documents" in a trash bin. Officials also investigated other irregularities at another Racine polling place -- but no one was charged in those cases. 

At a recent public hearing on the measures, local government clerks said the measures would replace community poll workers with out of town partisans. The bills now go to the Assembly.
