URGENT: Video shows beheading of second American journalist

DUBAI (Reuters) - The Islamic State militant group released a video purporting to show the beheading of U.S. hostage Steven Sotloff, the SITE monitoring service reported on Tuesday. A masked figure in the video also issued a threat against a British hostage, a man the group named as David Haines, and warned governments to back off "this evil alliance of America against the Islamic State", the monitoring service said. Community Development department seeks assistant

WAUSAU, Wis. (WSAU) -- There appears to be support for a Wausau city department to hire an assistant. The city’s Human Resources Committee backed a proposal by Community Development Director Ann Wirth to hire a three-quarter time office support person.

Wirth says the position is needed, but because it went vacant this long, the approval must go through the committee process and city council. “It’s administrative support for the department. This position was held previously and the person retired out of that position in 2010. Because of federal cuts and everything, we worked without that position. Last year, we had somebody filling in but not on a permanent basis. My request is that we fill this three-quarter time position again.”

Wirth says the position has funding for this year, and would be well worth it. “Our Community Development department has funding. We receive federal funds, state funds, grant funds in for the City of Wausau, and the employees in the Community Development department are not on the city levy.”

Human Resources Committee member Bill Nagle spoke in favor of the hiring, saying the Community Development department is going to be busy as Wausau reaches another crossroads in development with several projects planned.
