WISCONSIN RAPIDS, WI (WSAU) — The former Marshfield Municipal Clerk will serve jail time and pay fines as part of a plea deal for stealing tens of thousands of dollars in citation payments.
Susan Carlson pled no contest on Wednesday to one felony count of theft of more than $10,000 in a business setting and five misdemeanor counts including two for falsifying a tax return.
A judge then found her guilty and gave her a five-year differed probation sentence. She’s been ordered to pay more than $205,000 in restitution and $2,215 in court costs while submitting a DNA sample.
The 69-year-old will also spend five months in jail with full Huber privileges.

According to investigators, most of the missing money came from citation payments such as parking tickets that were paid in cash. The missing funds were discovered during an audit of the court’s ledgers by the new clerk, who took over after Carlson’s retirement.
As much as $70,000 was stolen over six years.
Carlson had previously pled not guilty to the charges. Court records show she also tried to have evidence against her suppressed, saying it came from an unlawful search of her home.
As part of the plea deal, two additional felony counts of theft in a business setting were tossed out.
