WAUSAU, WI (WSAU) – According to a Daily Signal investigation, the majority of men who identify as female who are incarcerated in Wisconsin have been found guilty of at least one act of sexual assault or sexual abuse.
The information was obtained from the Wisconsin Department of Corrections after a public records request was made by the Heritage Foundation’s Oversight Project. The data identifies male prisoners who want to move to female jails because they identify as transgender women.
As of late July 2023, 81 men who are currently incarcerated in Wisconsin Department of Corrections institutions and who have self-identified as transgender have been found guilty of at least one crime of sexual assault or sexual abuse.
According to the records, the offenses committed include rape, forced viewing of a sexual act, forced sexual contact with a minor, incest, tempting a minor, and more.
One inmate the outlet specifically asked about was Mark Campbell, now known as Nicole Campbell. According to the Milwaukee Journal Sentinel, Campbell was given a 34-year prison term after confessing to sexually assaulting a child. Campbell was allowed to spend time at a women’s prison while awaiting taxpayer-funded transition surgery, according to a federal judge’s ruling back in December 2020. The 7th U.S. Circuit Court of Appeals ruled that initially denying Campbell’s request to transition in 2013 was a violation of his rights under the Eighth Amendment, which protects individuals from cruel and unusual punishment before and after a conviction.
Even though the Department of Corrections did not address the housing of transgender inmates in the report, a Wisconsin government document appears to address the placement of inmates who self-identify as the other gender and are known as “Gender Dysphoria (GD)” inmates.
The Wisconsin DOC refused to confirm to The Daily Signal if it holds biological male inmates in female jails. Kevin Hoffman, the deputy director of communications, directed The Daily Signal to the policy index of the Wisconsin DOC.
