MADISON, WI (WSAU) — Two individuals who were part of a local drug ring were sentenced in the Capitol.
Chou Xiong and Soua Khang were sentenced to federal prison by U.S. District Judge James D. Peterson this week for their involvement in a Wausau-based methamphetamine conspiracy. Xiong will spend 6 and a half years for a charge of conspiring to distribute meth. Khang will spend 7 years in prison for the same charge.
Xiong and Khang conspired to distribute methamphetamine as part of a large methamphetamine trafficking operation that existed from at least November 2018 through June 2019. The drug ring was led by Lisa Xiong who brought pounds of methamphetamine into the Wausau area from the Twin Cities.
The three were part of a group of 11 people arrested in a drug bust in June of 2019. The FBI, the Central Wisconsin Narcotics Task Force, and Marathon County Sheriffs Department tracked nearly 5 pounds of meth that were being transported into the Wausau area.
Khang assisted Lisa Xiong by collecting debts from local methamphetamine distributors and supervising lower-level deals. Judge Peterson described her as the protégé to the leader of the organization in his sentencing. Khang has an extensive criminal history but this is her first federal conviction.
Xiong conspired with Lisa Xiong by traveling with her to the drug source in Minnesota, pooling money with her to buy large quantities of methamphetamine, and overseeing lower-level drug distributors in the Wausau area. This is Xiong’s first federal conviction.
Meng Xiong, also of Wausau, was sentenced by Judge Peterson to 5 years in prison for his role in the conspiracy back in June. Lisa Xiong pleaded guilty in September and is scheduled to be sentenced by Judge Peterson on December 17.
