STEVENS POINT, WI (WSAU) — A 29-year-old man has been formally charged in connection with a stabbing incident at the Portage County Library.
Frank Jackson was in court on Thursday where Judge Amy Downs set his bond at $1 million for charges including attempted homicide, disorderly conduct, aggravated battery, and resisting an officer.

Investigators say the argument stemmed from a loan that Jackson received from the victim earlier in the day. According to the victim Jackson used that cash to purchase alcohol, then came back to him later in the day asking for another loan. When the victim said no, Jackson became confrontational. Jackson was then kicked out of the library but returned sometime later.
Another confrontation ensued. That’s when Jackson is said to have stabbed the victim with a four-inch kitchen knife. The victim, who has only been identified as a 71-year-old man, suffered a punctured lung but survived.
Conditions of the $1 million bond include no contact with the victim or the Portage County Library and absolute sobriety from alcohol. Court records show he has yet to post the cash.
Jackson, who currently has no listed home address, will return to court on February 5th for a preliminary hearing. He has not entered a plea for the charges and faces up to life in prison if found guilty on the attempted homicide count.
